win32-x86_64: in-situ baseline-CPU republish of the 9.0.5 r2 family + tool exes (punkshell G-172)

Replace the AVX-512-only (znver5 host-tuned) binaries with x86-64 baseline
rebuilds under the same names/revisions, per the alpha in-situ dispensation
(no third-party consumers; immutability resumes post-alpha):

- tclsh9.0.5-r2 / -punk-r2 / -punk-bi-r2 exes + regenerated schema-2 tomls.
  Audit: zmm=0 ymm=0 (was 2756/617 each). family_check self-contained PASS
  all three; core test-gate two consecutive PASS runs vs the dispositioned
  baseline (69552 run / 8 failed, identical totals both runs); punk-r2
  build_id unchanged (635e7951-...) - same pinned sources + toolchain
  (released zig 0.16.0), only the CPU floor changed.
- tools/punkzip-x86_64-windows-2.4.0.exe (zmm 1724 -> 0) and
  tools/punkres-x86_64-windows-0.3.1.exe (zmm 1423 -> 0), own suites pass.
- sha1sums.txt updated at both levels.

Fixes the silent 0xC000001D death of the curated default runtime on any
non-AVX-512 CPU (Zen 2 vmhost class). r1-generation artifacts remain
AVX-512-only - disposition (replace vs drop) pending. defaults.txt unchanged
(already names tclsh9.0.5-punk-r2.exe). lib tier audited clean (tcllibc.dll
zmm=0) - critcl -target pin already protected it.
