Julian Noble 091d26ece1 add goals G-004, G-005, G-006: no committed binaries, zig build infrastructure, prebuilt artifact download ... Index entries in GOALS.md plus detail files. G-004 targets a binary-free committed tree, achievable once G-005 (zig-based build of binary deps from source) or G-006 (consent-gated download of pre-built artifacts) provides the replacement supply of the previously committed binaries.
